Fairfax County contains incorporated towns, unincorporated communities, and neighboring independent cities. Those distinctions affect government, policing, and where cases are heard.
Courts and government
Fairfax County's General District Court hears traffic, misdemeanor, and civil matters within its jurisdiction. Herndon and Vienna have town court settings for matters arising under their local laws, while Fairfax County judges and clerks serve those dockets.
History and civic structure
Virginia cities are independent from counties. Incorporated towns remain within counties while maintaining their own municipal governments. Unincorporated communities such as Reston remain governed directly through Fairfax County.
